If I want to load a lot of scripts into 'Script Runner', do I have to load them one at a time?
No. Starting with version (1.4) of 'Script Runner', there is a feature to load an entire directory of python scripts all at once. Press 'Load Directory' and select a single python script in the file browser, and 'Script Runner' will load every python file in that directory into the empty slots on the 'Script Runner' panel.
How many python scripts can I load into 'Script Runner' at once?
It is set at 100, but it can be set higher if you need to. Seriously, would you ever need to?

Can I assign shortcuts to the 'Script Runner' activation slots?
Sure, just right-click on the script slot you want a shortcut to, and select 'Assign Shortcut'. Then, press the key you want for your shortcut. Blender will even hold on to your shortcut for the next time you start Blender.
